A Call for Action: Improving Road Safety for All
In the UK, a growing concern over road safety has sparked calls for a new Highway Code awareness campaign. With drivers seemingly unaware of the updated rules, Labour and Cycling UK are urging for a national initiative to address this critical issue.
The Need for Change
Four years ago, significant amendments were made to the Highway Code, introducing stricter guidelines to enhance road safety. This marked a pivotal moment in road safety guidance, yet critics argue that these changes were not effectively communicated to the public, leading to confusion and unsafe practices on the roads.
Cycling UK's Plea
Cycling UK, a charity dedicated to promoting cycling, has called on the government to launch a comprehensive road safety campaign, similar to the iconic THINK! adverts. Their aim is to remind drivers of their responsibilities under the revised Highway Code and bridge the knowledge gap.
The charity emphasizes that without proper education, these changes remain theoretical and fail to translate into safer driving practices. At the core of the 2022 reforms was the concept of a "hierarchy of road users," placing a greater onus on drivers of larger vehicles to reduce risks for more vulnerable road users.
A Patchy Awareness
Despite these efforts, Cycling UK reports that awareness of these changes remains inconsistent at best. This concern was echoed by MPs during a parliamentary debate on women's safety while walking and cycling.
Greg Smith, MP for Mid Buckinghamshire, highlighted the need to improve public understanding of the 2022 Highway Code changes. He emphasized that while these changes are welcomed by road safety organizations, there is a significant knowledge gap among the public.
Declining Investment in Road Safety
Cycling UK also points out that government spending on road safety campaigns has decreased by around two-thirds since 2019, even as ministers commit to a "safe systems approach" in the newly published Road Safety Strategy.
The strategy itself acknowledges the need for a "lifelong learning approach" to road safety, which campaigners interpret as an admission that the public has not been adequately informed.
Stalled Progress and Rising Casualties
Department for Transport figures show that cycling levels have increased by over a third since 2004, but progress on safety has stalled. In 2024, 82 cyclists lost their lives on UK roads, and more than 3,800 suffered serious injuries.
Sarah McMonagle, Director of External Affairs at Cycling UK, emphasizes the importance of a balanced approach to improving road safety, combining education, prevention, and enforcement.
"We need to explain these changes clearly and show how they protect people walking to the shops or cycling their children to school," she said.
Real-Life Impact
Steve Cox, a 70-year-old retiree from Bristol, shared his experience, stating that he had counted nearly 60 occasions last year where drivers overtook him too closely. He believes the updates to the Highway Code are beneficial but stresses that more people need to be aware of them.
"I don't use my bike to commute anymore, but I still use it for errands and leisure. It's a great way to stay active, but we need to make it safer for everyone," he added.
The Way Forward
While reporting systems for careless or dangerous driving have improved, Cycling UK argues that enforcement alone cannot bring about the desired behavioral change. A comprehensive awareness campaign, coupled with education and prevention strategies, is crucial to ensuring safer roads for all.
